JOB DESCRIPTION AND POSITION REQUIREMENTS:
We are searching for an experienced GIS Software Engineer to join the Image Science and Computer Vision Department at the Applied Research Laboratory (ARL) at Penn State University.
You will assist our research efforts to develop full stack solutions in a unique problem area that has applications in defense, law enforcement, security, disaster relief, human geography, disaster preparedness, and first response.
Our highly collaborative team is comprised of adaptable, curious, creative, lateral thinkers with both traditional and non-traditional backgrounds and multidisciplinary points-of-view.

Location will be State College, PA with an opportunity for hybrid.
ARL is an authorized DoD SkillBridge partner and welcomes all transitioning military members to apply.
You will: Create web-based applications to transform traditional GEOINT imagery and open source data into spatio-temporal information describing places, events, and activities.
Design data architectures to store and disseminate remote sensing data to geospatial algorithms and front-end applications.
Deploy and maintain web services and applications in commercial cloud environments using principles of continuous integration and deployment Collaborate with geospatial imagery analysts to understand and automate workflows and improve human processes to advance the discovery and modeling of associations, trends, patterns and system dynamics.
Collaborate with computer vision algorithm developers and data scientists to integrate machine learning algorithms into web-based front-ends.
Develop back-end server infrastructure to provide Platform-as-a-Service and Algorithm-as-a-Service capabilities Grow career and capabilities, plan and conduct applied research, provide technical guidance and oversight, contribute to large research efforts, report results, foster trusted relationships with sponsors, and advise on new and evolving technology and techniques.
Engage in research efforts ranging from proof-of-concept through integrated production This position can be filled as a Level 3 or Level 4, depending on your education and experience.
Minimally requires include a Bachelor’s Degree in an Engineering or Science discipline, plus five years' related experience for a Level 3.
Additional experience and/or education and competencies are required for higher level positions.
A Master’s Degree preferred.
Required skills/experience areas include: Experience in a field directly applicable or highly related to Computer Science, Engineering, or Geospatial Sciences.
Development of front-end web applications, back-end server architecture, and data management infrastructure.
Computer programming in one or more of the following: JavaScript, HTML, CSS, Python, C++, Java.
Experience with containerization (Docker), Scalable deployment (Kubernetes, OpenShift, OpenStack), geospatial databases (PostgreSQL, PostGIS), RESTful interfaces (WMS, WFS), and machine learning applications Preferred skills/experience areas include: Experience working within DoD/IC Analysis or Operational environments An active government security clearance Your working location can be a hybrid of on-site/work from home, located in State College, PA.
