The State College Area School District (SCASD) is searching for a Human Resources leader to be our next Human Resources Executive Director and Compliance/Title IX Officer.
This is an exciting opportunity for an accomplished, innovative, seasoned leader to join the District’s leadership team to ensure a highly trained and successful workforce to facilitate the success of our students for years to come.
We are a nationally acclaimed district of 6,800 students, within a vibrant education-focused community, with 2,006 employees and a budget of approximately $190 million.

As the chief human resources officer for the District, the Executive Director reports to the Superintendent and serves as a member of the Superintendent’s Cabinet, providing district-wide strategic human resource leadership.
We seek a service-driven leader with proven excellence in developing and executing strategies for human resources, including, but not limited to, recruiting, onboarding, professional development, performance management, retention and engagement, compliance, diversity and inclusion, employee/labor relations, benefits and compensation, workforce planning and budget development, enterprise data management, and day-to day human resource operations.
The successful candidate will be a skilled and demonstrated leader with an extensive depth and breadth of human resources knowledge, forward-thinking in their approaches, and strong passion for people and process improvement.
Other essential duties of the position include the ability to: Promote a culture of collaboration, trust, and high expectations that support learning; Further the development of a shared plan to attain the District’s strategic goals; Manage and mentor a team of Human Resources professionals; Oversee benefits programs to assure that they are effective, affordable and competitive; Negotiate collective bargaining agreements; Effectively collaborate with employees, administration and staff in order to reach effective conflict resolution strategies; Formulate new or revised policies, procedures, and programs to align activities and objectives with the mission and strategic objectives of the District; Serve as Title IX and Compliance Officer, including training administrators, reviewing incident reports, and overseeing investigations; Think strategically, plan and prioritize effectively; Manage multiple complex projects simultaneously to meet deadlines; Communicate and present information effectively, both orally and in writing, to a broad range of stakeholders.
Applicants must have successful experience as a human resources administrator.
An applicable Master’s degree, experience in public education, and professional human resources certifications are preferred.
