Application Deadline: March 1, 2024 About Us: The Clinton County Solid Waste Authority is the owner of the Wayne Township Landfill, located in McElhattan, Pennsylvania.
We are dedicated to environmental sustainability, customer and community service.
Due to retirement, we are currently seeking a highly skilled and experienced Environmental/Compliance Manager to lead our environmental compliance, permitting, technical reviews, and recycling programs.
This is a senior-level management position that plays a crucial role in maintaining our commitment to the environment and Company success.
Purpose of the Position: The Environmental/Compliance Manager is responsible for ensuring and maintaining environmental compliance, overseeing permitting processes, conducting technical reviews, and managing recycling programs to promote sustainability and efficiency within the Authority's operations.
Key Responsibilities: Conduct technical reviews, including leachate, landfill gas, air emissions, permit modification work, residual waste, industry, and DEP reports.
Direct and provide guidance to Environmental Coordinator positions and Recycling Foreman, ensuring daily operational efficiency.
Provide in-house IT support and coordinate with contracted IT personnel as needed.
Assist in the preparation of the Annual Budget and act as the County Recycling Coordinator.
Apply for, manage, and report on recycling grants, ensuring compliance with DEP regulations.
Promote and develop the Recycling Program within the community and assist municipalities in developing recycling initiatives.
Develop and maintain educational materials pertaining to recycling and educate various audiences on recycling and Authority operations.
Ensure overall compliance and operational efficiency in collaboration with fellow managers.
Select, develop, train, and supervise staff, fostering a positive work environment and practicing workplace safety.
Requirements: Bachelor's Degree in Engineering or a related field, with a minimum of five years of related experience, or at least ten years of experience in an engineering role within a related field.
Knowledge of pertinent federal and state laws/regulations and PADEP regulations applicable to the Solid Waste and Recycling Industry.
Must obtain SWANA Manager of Landfill Operations Certification and PA Recycling Professional Certification within three years of hire.
Proficiency in Microsoft Office and ability to use various software, including CAD systems, with an openness to learning new technologies.
Excellent communication skills, with the ability to work independently and as part of a team.
Must be a self-starter, self-motivator, and able to handle the physical and mental demands of the job in varying conditions.
